I feel deeply honored to represent the Secretary-General at this important event, which marks a moment of hope and progress for the Haitian people.
The signing of the “National Pact for Stability and the Organization of Elections” is a significant political act. It places at the center of national priorities the issues that respond directly to the expectations of the population: the restoration of security, the organization of credible elections, and the reestablishment of democratic governance.
In the current context, this is not a symbolic gesture. It is a responsible choice and a concrete action that demonstrates a shared commitment to working together toward the restoration of security and the reestablishment of democratic institutions.
I commend the civic commitment of all the signatories. I also stress the importance of keeping the door open to those who have not yet signed. My hope, and that of the Secretary-General, is that Haitians focus on what unites them rather than what divides them. This Pact is a clear illustration of that spirit.
The work begins now. As stated in the Pact, the establishment of an “impartial, technical, and effective” system of governance will create the conditions necessary to accelerate the political process, bring the transition to an end, and ensure a peaceful transfer of power to Haiti’s elected representatives.
This shared commitment must quickly translate into concrete actions in service of the Haitian people.
The United Nations welcomes this commitment. We remain fully engaged alongside Haiti. Our role is to support, facilitate, and accompany national efforts. The primary responsibility rests in the hands of the Haitian women and men.
Through BINUH and the entire United Nations system, we will continue to support national efforts to strengthen security, accompany the electoral process, and encourage political dialogue.
