Organizational Setting and Reporting
The United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance, including the rule of law, preserving, and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti.
This position is located within the United Nations Integrated Office in Haiti (BINUH). The Associate Electoral Officer reports to the Electoral Officer and the Senior/Principal Political Affairs Officer.

Responsibilities 
Within delegated authority, the Associate Electoral Officer will be responsible for the following duties:
•    Participates as a member of a team dealing with a variety of political issues, monitors latest trends and developments in the area of assignment and provides inputs on issues to senior management.
•    Prepares briefing notes and talking points for the Principal Political Affairs Officer/Senior Political Affairs Officer on political and socio-economic developments.
•    Provides advice and contributes to the capacity building of counterpart(s) in the national electoral authorities, including assisting in the establishment and management of field offices using national experience of country's culture and language.
•    Contributes to compiling periodic reports to Headquarters on electoral and political developments in the assigned area of responsibility in close collaboration with political, civil affairs and human rights officers; compiles a regular report to Electoral Officer on major political and electoral developments and issues in the field, including immediate and longer-term problems.
•    In consultation with the supervisor, implements programs in the following areas, as required: Electoral Training, Capacity Building, Civic/Voter education, External Relations, Electoral Legal, Electoral Procedures, Electoral Operations, Electoral Logistics, Electoral Security, Electoral IT Development, and/or Voter Registration.
•    Assists in addressing policy guidance, logistics, and other electoral needs in a timely manner.
•    Contributes to compiling periodic reports to Headquarters on electoral and political developments in the assigned area of responsibility in close collaboration with political, civil affairs and human rights officers; compiles a regular report to the Chief Electoral Officer on major electoral developments and issues in the field, including immediate and longer-term problems.
•    Assists national electoral authorities in managing the flow of information between their HQ and field offices direct clients. Implements electoral operations in the assigned area of responsibility, as directed by the supervisor and in close coordination with relevant entities on the ground.
•    Performs other related duties as required.

Education 
Advanced university degree (Master’s degree or equivalent) degree in Political Science, International Relations, Law, Public Administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience 
A minimum of two years of progressively responsible experience in political affairs, legal affairs, public administration, and related areas; knowledge of the electoral administration and systems of the host country is desirable. 

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required. Fluency of Haitian Creole is desirable.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
