ORGANIZATIONAL SETTING AND REPORTING

The United Nations Integrated Office in Haiti (BINUH) was established by Security Council Resolution 2476 and is mandated to promote and strengthen political stability and good governance, including the rule of law, preserving, and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti.

This position is located within the United Nations Integrated Office in Haiti (BINUH). The Associate Legal Officer reports to the Senior Police Advisor.

RESPONSIBILITIES

Within delegated authority, the Associate Legal Officer will be responsible for the following duties:

•             Provides support to the Police and Corrections component of BINUH and the National Police of Haiti (PNH) in handling matters involving issues of international, public, private and administrative law, to include interpretation and application of legislative and other instruments governing the activities and operations of the PNH.

•             Contributes to the preparation of drafts of background papers, studies, reports, etc.

•             Contributes to the preparation of legal opinions/advice on diverse substantive and procedural questions, which may include legal opinion related to administration and management, procurement and contracts, and any other aspect requested by the PNH, including operational matters.

•             Provides legal advice on human resources matters.

•             Serves on standing boards and committees as required.

•             Assists the PNH in the analysis and development of the legal framework and in the administration of legal technical assistance programs.

•             Provides support to the leadership of the Legal Regulation of the PNH and to Chiefs of Services in servicing diplomatic conferences, commissions, committees, task forces and other bodies, including preparation of background materials, preparation of summaries on issues and views of delegations, etc.

•             Performs other duties as assigned.

EDUCATION

Advanced university degree (Master’s degree or equivalent) in law. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE

A minimum of two (2) years of progressively responsible experience in law, including legal analysis, research and writing.

LANGUAGE

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English and French is required. Fluency of Haitian Creole is required.

ASSESSMENT

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
