Organizational Setting and Reporting
This position is located within the Finance and Budget Section of the United Nations Integrated Office in Haiti (BINUH). The Finance and Budget Assistant reports to the Finance and Budget Officer.

Responsibilities 
Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties:

Budget 
• Assists in the review, analysis and preparation of cost estimates and budget proposals, in terms of mission's resourcing requirements including civilian staffing, uniformed personnel and operational costs. 
• Assists with the review of justification for resource requirements in coordination with relevant Sections/Offices on related issues during the preparation of budget proposals. 
• Assists in monitoring budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. 
• Assists in monitoring budget implementation/expenditures and assists with the reallocation and re-deployment of funds as necessary. 
• Prepares budget performance submissions and provides support with the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. 

Finance.
• Assist in collecting the data for the year-end closing of accounts and liaise with KJSO on the completion of the year-end checklist.
• Liaises with KJSO in relation to financial transactions and follow-up for completion for all finance processes including vendor’sinvoicing processing, staff payment, bank reconciliation, issues with disbursement, journal entries and other financial transactions, as required.
• Assist in the preparation of the cost recoveries cost plan and follow up on the debts collection.
• Provides assistance with petty cash entries, keeps track of disbursement and manage issuance of Checks locally. 
• Keeps updated information on Certifying and Approving Officers for the mission. 

Other 
• Ensures that daily activities are in compliance with the United Nations Regulations and Rues and BINUH established policies.
• Performs other duties as assigned.

Education
High school or equivalent diploma is required. Technical or Vocational Certificate and/or training in human resources management, business or public administration, social sciences, education or related field experience is required.

Job Specific Qualifications
Expert skill in Excel and relevant formulasis desirable.
Analytical and writing skill isdesirable. 

Work Experience 
A minimum of seven (7) years of experience in International Organizations or in the private sector in accounting, budgeting and financial management or related area is required.
Experience in the use of Enterprise Resource Planning (ERP) systems is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written French is required. Fluency in English desirable.Fluency in Haitian Creole is required.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
