Organizational Setting and Reporting

The Protocol Officer (Political) NO-C reports directly to the Chief of Staff (CoS) of the Special Representative of the Secretary General (SRSG) and Head of the United Nations Integrated Office in Haiti (BINUH), under the overall guidance of the SRSG.

Responsibilities

Within delegated authority, the Protocol Officer will be responsible for the following duties:

• Under the guidance of the CoS and in close consultation with the Political and Good Governance section (PGG), facilitates protocol and ensures active liaison between the Mission, the Haitian Government, and the Diplomatic Corp as well as with political and civil society and community representatives.

• In close consultation with PGG, ensures coordination and maintains, updated contact data for all protocol interlocutors, inclusive of Haitian government officials, the Diplomatic Corp, political and civil society, and community representatives.

• In close consultation with PGG and other Mission services as required, reaches out to interlocutors to schedule meetings, coordinates invitations, books meeting rooms, requests refreshments, receives and accompanies all protocol interlocutors for whom meetings are requested by senior Mission officials.

• Assists in the drafting and clearance of Notes Verbales addressed to the Host Government and the Diplomatic Corp.

• Accompanies the SRSG and Senior mission officials on official meetings within Haiti, ensuring liaison and protocol matters with counterparts.

• Coordinates with authorities and other Mission elements the reception of the SRSG and/or visiting delegations at the International Airport as may be required.

• Performs other duties, as assigned by the CoS.

Education: Advanced university degree (Master’s degree or equivalent) in Law, Political Sciences, Public Relations, Public Administration, or other related fields is required. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience: A minimum of five (5) years progressively responsible experience in political science, international relations, law, events management, or related area is required. Experience in political outreach, protocol, external relations or public information in private industry, Haitian public administration, an International Organization, or an International NGO is desirable.

Languages: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and French is required. Fluency in university level oral and written Haitian Creole is required.

Assessment: Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
