ORGANIZATIONAL SETTING AND REPORTING

The United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance, including the rule of law, preserving, and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti.

 

The position is in the Transport Unit of BINUH. The incumbent will be based in Port-au-Prince and will report to the Transport Assistant FS-5.   

 

RESPONSIBILITIES

Within delegated authority, the Transport Assistant will be responsible for the following duties:

• Review work performed in United Nations vehicles released by contractors to ensure sufficiency of evidence, legal and technical conformity, and compliance with contractual obligations.

• Manages the reception, production control and output of the workshop of all vehicles within the mission.

• Ensures quality control of repairs and maintenance and safety condition of the vehicles.

• Updates workshop records in Umoja, prepares financial and budget summaries, writes reports, and submits them for review.

• Assists in preparing the mission driving orientation briefing.

• Monitors the constant availability of vehicles for temporary assignment in support of one-off and emergency.

• Addresses routine issues. Escalates more complex issues to the attention of the supervisor.

• Conduct periodic, physical inspections on vehicles, to ensure they are maintained correctly, daily cleanliness (indoor and outdoor of the vehicle) and to detect damage and loses as well as for day-to-day maintenance of the assigned vehicle: check oil, water, battery, tires, etc.

• Assists in conducting practical driving tests in order to ensure that successful candidates are capable of safely driving the mission vehicle for which they are licensed in accordance with all road traffic, rules and regulations, both local and UN, applicable in the mission area.

• Updates and maintains a detailed database of UN staff being assessed and of issued UN permits.

• Prepares UN driving permits. Monitors driving permits records and provides updates on a regular basis.

• Compiles monthly insurance and accident reports.

• Conducts bi-annual physical inventory of non-expendable transport assets in accordance with the established procedures and deadlines.

• Generates reports from the electronic vehicle monitoring system (EVMS) & Fleet Log and other reports as required.

• Perform a variety of additional, ad-hoc tasks as and when required by the Chief of Unit and/ or his designated as required in accordance with UN policies and procedures.

Education

High school diploma or equivalent is required. Technical or vocational certificate in mechanical engineering, transportation, logistics or other related fields is desirable. A valid driver’s license is required.

 

Work Experience

Four (4) years of progressively responsible experience within a mechanical engineering, transportation, logistics or other related fields is desirable.

Two years’ experience in the use of an inventory management System (e.g., SAP, UMOJA, etc.) will be an asset.

 

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required.

 

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
